Instead of pausing until Washington gives them a green light, major financial players are moving forward anyway, betting that utility outweighs legislative delay.

The flurry of activity following the stalled Senate vote highlights a shift toward practical application over political permission. S&P Global recently acquired blockchain security firm OpenZeppelin to bolster its risk assessment capabilities, while Circle launched Arc to streamline real-time money movement and agentic economic activity. Simultaneously, Coinbase pushed ahead with tools to integrate crypto into community banks and sought approval for perpetual futures tied to large-cap stocks. Other collaborations, such as the partnership between Bottomline and Chainlink, further demonstrate that banks are finding ways to connect to blockchain networks regardless of whether a formal federal rulebook exists.

This trend suggests that crypto is being unbundled before it is ever fully regulated. Rather than treating all digital assets as one monolithic category that requires a single law, firms are carving out specific use cases that fit into existing legal buckets. Stablecoins are being utilized as payment infrastructure, while tokenized stocks continue to be handled as securities. By fragmenting the technology into narrower applications—such as custody services or bank-issued digital money—companies are navigating around the gridlock in Congress and building their ecosystems piece by piece.

Industry experts argue that while official rules would certainly accelerate adoption by bringing sidelined companies into the fold, they aren’t strictly necessary for current operations to function. Many global institutions are already settling via stablecoin rails simply because it is faster and operates outside traditional banking hours. As result, the primary concern for these firms has shifted from whether their products will be prohibited to how they will manage a fragmented landscape where different regulators govern different parts of a single transaction. For now, the industry is proving that it can scale by solving problems one narrow use case at a time.
