Kinshasa Demands Tangible Results Over Paper Promises in US Mineral Pact

Democratic Republic of Congo is urging the United States to transform diplomatic gestures into concrete industrial growth, insisting that the success of their strategic partnership be measured by shovels in the ground rather than signatures on a page. During a recent steering committee meeting in Paris, Economy Minister Daniel Mukoko Samba made it clear that while Washington enjoys privileged access to the world’s largest cobalt reserves, the Congolese government expects this advantage to translate into local jobs, modern processing plants, and stable electricity for its citizens.

Central to these discussions is the massive Lobito Corridor project, featuring a 1,004 kilometer railway designed to link copper producing hubs like Kolwezi and Lubumbashi to the Atlantic coast via Angola. While the projected investment for the Congolese portion stands at roughly 1.26 billion dollars, Kinshasa is keen to ensure such infrastructure serves more than just as a conduit for exporting raw materials. Officials are pushing for technology transfers and strict adherence to domestic mining laws to ensure that American interests align with national development goals.

Energy remains another critical sticking point, specifically regarding the ambitious Grand Inga hydropower complex. Despite possessing immense hydroelectric potential, only about twenty one percent of Congolese people have access to power. Although the World Bank has initiated funding for preparatory work on Inga 3, there is a palpable desire within Kinshasa for more direct American financial commitments to bring this vision to life and fuel domestic mineral refining.

The geopolitical stakes are high as Washington seeks to break China’s current dominance over critical mineral supply chains essential for electric vehicles and green energy. While early wins include the acquisition of producer Chemaf by Virtus Minerals and Lloyds Metals, Congolese leaders warn that isolated deals are not enough. For them, the true test of this alliance will be whether it fosters a sustainable industrial ecosystem within Congo or simply replaces one foreign buyer with another.
